A Project Manager is a person who should have Management skills, Leadership skills as well as technical Skills. All three are equally important.

In Theory the Project Manager is not necessarily a technical person, but in practical situations when delivering IT projects this is often a vital requirement. When the Project Manager doesn't know the technical side of his/her project, there are very few chances for the Project Manager to perform proper planning and control. Technical skills make it easier to discuss options / scenarios with your technical staff.
